The Debian Developer's Reference § 6.7.8.2 says
"A repackaged .orig.tar.{gz,bz2,xz} … should use
packagename-upstream-version.orig as the name of the top-level
directory in its tarball. This makes it possible to distinguish
pristine tarballs from repackaged ones."

Using the Files-Excluded feature of debian/coypright with uscan
appears to create the tarball with a top-level directory of
packagename-upstream-version (without the trailing .orig).
On the other hand, it feels a bit odd to use the .orig suffix since
it's well not the original tarball but a repacked tarball with files
removed.
