debuild/dpkg-buildpackage/... outdated wrapper scripts

Hi,
With the recent dpkg-buildpackage, debuild wrapper is mostly useless.
(Except for some directory location for hook scripts.)
People get confused and documentation still refer debuild and other script
still uses debuild. This should stop.

I also saw debi/apt overlap.
I see no point keeping debpkg now that we have fakeroot/sudo/...
I recall James McCoy wondering how to deal with outdated code in this
package.
Maybe we should let these commands print out warning messages. But such
messages should be able to be turned off via ~/.devscripts
DEBI_DEPRECATION_QUIET
DEBUILD_DEPRECATION_QUIET
DEBPKG_DEPRECATION_QUIET
With README.Debian explaining their state with several releases without
major complain, we drop them while documenting new methods in README.
