Bug#891453: wrap-and-sort: Remove trailing whitespace from d/changelog too

Now that lintian complains (in pedantic mode) about trailing
whitespace in debian/changelog, it would be nice if Debian had an easy
tool that a maintainer use to handle this easily and accurately.

Since wrap-and-sort already removes trailing whitepspace from several
other files, I would appreciate if it would handle debian/changelog
too.

Then the lintian page could be updated to suggest

wrap-and-sort -f debian/changelog

since I think that would be easier to remember than the sed syntax.
