[Docker-maint] Bug#756415: upstream changed their downloads URL again

Upstream went and changed their downloads URL again, but this time it's
actually on golang.org, so I think this one might actually last a bit
longer. :)

I've attached a patch that adjusts debian/watch accordingly.
