[Docker-maint] Why is docker.io not in testing anymore?

Hi together,

I am wondering why docker.io was removed from testing, or better said:
What has to be done to include it in testing again?

From the PTS [0] I understand that there are several reasons, but I am
not sure which one is really a problem.

There are the two bugs #832103 [1] and #835686 [2] of which the first
does not seem a big deal to me.

Also I see a missing arm64 build. But wouldn't it be possible to simply
exclude arm64 temporarily?

And than there is the dependency on docker-libkv which has a dependency
on consul which also has a missing build on arm64. So, same here.

Docker seems to maintain their own repository at [3] regarding there
installation manual [4]. But to include Docker in Debian genericly would
still be nice, wouldn't it?

Yours
  David
