I did not have a chance to reproduce this problem but it seems that you just 
need to follow instructions from

    /usr/share/doc/docker.io/README.Debian

to add required parameters to kernel.

No. Packaging Kubernetes is pretty much full time job and I can't sustain 
such effort on my own without funding. Organisations that (want to) use 
Kubernetes on Debian should help by contributing, sponsorship, etc.

It will not be in Stretch. Package is too complex due to extraordinary number 
of dependencies and there are too many issues and to address...
