This bit is also troublesome - it's a slight rewording of const 8.3.
I'd suggest either removing it as redundant, or changing it to:
   The release team may make decisions as they see fit (on packages,
   architectures etc) but should attempt to implement good technical
   decisions and/or follow consensus opinion.

Otherwise, there's a risk that the delegation could be read as being
over restrictive to what the constitution allows - so clarity is better
here.
