I've pushed up the docs to git, you can find the latest build on
readthedocs, http://dput-ng.debian.net/en/latest/reference/hookinstall.html

I rushed it a bit, but that's a pretty OK overview. If you try it out,
be sure to let me know where things haven't been explaned properly, I'd
love to iron it out.
