[dput-ng-maint] Bug#698719: dcut reschedule sends "None-day" to ftp-master if the delay is not specified

Hi,

as the subject says, if you launch `dcut reschedule -f FILE` but
actually forget the -d argument, dcut will just send a "reschedule FILE
None-day" to ftp-master, which obviously doesn't work.
