[dput-ng-maint] Bug#718384: more information

Heyya Russ, interested folks,

This is due to the default meta ("debian") picking up the
allowed-distribution check.

I think we need to fix this in a better way. The default should be
something simple (and default dput-old behavior), and the debian /
ubuntu metas should subclass from a more "advanced" set of behavior
(what it's set to now) so that legacy dput configs don't cause this
breakage.
