[dput-ng-maint] Bug#757931: dput-ng should not discard sourceful uploads

check-debs prevents to upload packages to the Debian archive without any .deb
files. This was OK until a few days ago, when dak was able to process source-
only uploads (under certain conditions).

That means I could upload a source-only package which is building
Architecture:any .debs without actually upload any .deb file, and dput-ng
should not forbid this anymore.
