We have been through this numerous times since 2010. Unfortunately,
the archives didn't yield the appropriate discussions immediately. If
I recall correctly, upstream's tarball only contained the
documentation as PDF. As this would violate Debian's principles, we
manually download the .tex source to the docs to debian/ during source
package build and verify that there have been no too significant
changes between the PDF and the .tex sources before doing the upload
to Debian.
