Hi,

In /usr/share/doc/file-rc/README is read

"No special tool required, you can use your favorite editor
to maintain the configuration manually."

but in /usr/share/doc/file-rc/NEWS.Debian.gz is read

"This means that the sequence numbers and runlevels
in /etc/runlevel.conf will be rewritten and will not preserve manual
changes made by the admin."

The documentation is a bit confusing and contradictory. I don't see the
point of doing changes that will be lost. It seems that it has changed
its behaviour without updating the entire documentation.

So yes, you're right. It's by design.
