This is actually a conflict between file-rc and sysv-rc.  The one
between file-rc and init-system-helpers should have been fixed:

There are diversions for the files in both file-rc and
init-system-helpers.

However file-rc also contains files conflicting with sysv-rc which are
not handled correctly.
