Bug#620096: [guymager] Should take into account that non-required external utilites don't have to be installed.

Hello,

Guymager recommends (but not depends on) hdparm and smartmontools, so it 
should be taking into account that these don't need to be installed.

Currently, if i.e. smartctl is not available and libpart is used, 
guymager will fill columns for serial numbers with bash error "command 
not found".
