Thanks for spotting this and reporting it.  Looks like it has been this
way since before packaging was in a VCS.

I doubt it - I can't see any reason why this would be done, and many
people have worked on the package over the years, so it seems much more
plausible that it's just people not seeing the whole picture.

The actual result is that we have it disabled in Debian, and appear to
have had for a long time, and I don't recall any requests to enable it
(and presumably if there were before my involvement it wouldn't be
half-enabled still).  So I'd say we just drop passing --enable-sdl to
configure.
