Seems reasonable to include them if they're useful.

How large are these files?

I'm wondering if it makes sense to just add them to the existing -dev
package, or if we should create a new binary package for them.

Once you've used them, you'll presumably then want the headers and
libraries, so -dev seems like it would work for users of them.
