[Freewx-maint] Bug#890932: python-wxgtk3.0: new upstream (v4) available

Dear maintainers,

there's finally a release of wxPython 4 aka wxPhoenix available.

Also, there is a PPA for Xenial which carries wxp4 for both python and
python3:
