50 user requirement

I have just finished the merge.  As of now, only 13 users remain in the old
list.  Those with a reachable email address have been contacted asking to move
to archvote.phtml.

This would be a good time to remind everyone that you can help improve our
stats in [1] by:

  a) Installing popularity-contest and enabling it.

  b) Registering yourself in http://buildd.net/cgi/archvote.phtml (it just takes
     1 minute).
