I know that; I've been using Debian for several years.

You forgot that when not running on a buildd, it runs a testsuite, and fails 
to complete the building and packaging process if the testsuite fails.  The 
issue is that the buildd can't test it, because it would wreak havoc on the 
network, which would not be very nice.
