can't update packages via apt

here is the line in my /etc/resolv.conf
nameserver 192.168.0.1

and my gateway is 192.168.0.1 which also servers as the caching  
nameserver.
and yes i can ping my gateway but it is so sloooow...

i haven't had this problem when running kernel 5.3.
