Not really.  See the kfreebsd copyright file for example:

  http://packages.debian.org/changelogs/pool/main/k/kfreebsd-5/kfreebsd-5_5.3-6/kfreebsd-source-5.3.copyright

If this is done in the kernel it could be done somewhere else.  Also, I don't
think the FTP masters appreciate unnecessary waste of archive space (the whole
FreeBSD system is huge compared to the small parts of userland we have to use).
