[PATCH] mount_* tools

The following patch along with the libkiconv patch makes the following tools
buildable:
mount_cd9660 - libkiconv patch is sufficient
mount_msdosfs - remove libutil.h glibc doesn't provide that header
mount_ntfs - remove libutil.h glibc doesn't provide that header
mount_udf - libkiconv patch is sufficient
