Your post piqued my curiosity as pdx.edu is right here in Stumptown, so
I went looking for the allusive FreeArchie as well.  Not finding anything
ANYWHERE I sent an inquiry to "rootd" - aka Darrell Root - who promptly
replied:

  FreeArchie was never implemented.  As part of a software engineering
  class in the first term we wrote the manual (which you may have found).
  But instead of doing an implementation in the 2nd term we all went
  and got jobs.
