I'd prefer it to match what I've seen with some Gopherd(s)
and what they provide to CGI(s) as environment variables.

e.g:

$CHARSET

or

$OUTPUT_CHARSET

Something along these lines in caps.txt

I'd even be quite happy with:

Encoding=utf-8
