At least here in Belgium calling to the US is not expensive. It is even 
- annoyingly - in many cases cheaper to call the US then your neighbor 
when you have on the TV-internet-phone packs of one of the main providers.

And even so; a voip account is easy created. Then it is free or so 
ridicules cheap it is virtual free of charge.

If you have a router/modem from your ISP, even if you do not have fix 
phone service, there is a good change the device has a build in ATA. See 
of there are RJ11 plugs on the device, then you know.

ATA is Voip to analog telephone service function. Many devices support 
at least 2 independent voip profiles. So even if you have fix phone 
service from your ISP you can add one yourself.

You can use the router of your ISP and define maybe your own voip 
connection. You only need to get a classic analog telephone.
