No, it does not.  I don't see any reason in that section why one
should not put an FQDN in /etc/hostname.

It wouldn't; I come from a background where it is considered good
practice to set the hostname to an FQDN, and the ganeti2 packges
in the archive actually require it to function.

The hostname(1) man page says not to do this but it doesn't say
why.  Debian bug#253956 also does not say why.  What am I
misunderstanding here?
