It doesn't explain why an FQDN should not be in /etc/hostname, does it?

Less ambiguity.  Some services will provide the output of
gethostname() to other systems, and in such cases, "wagner.debian.org"
is more informative than "wagner".  Furthermore, most operating systems
don't have -f/--fqdn switches to hostname, and it is often more useful
in scripts to have an FQDN output by `hostname` than a simple hostname.
