It seems nobody implemented or is working on that project. I asked to
work on that project for the Google Summer of Code, but they rejected
me. They have also https://wiki.ubuntu.com/DependencyInit

However I'm going to develop something like that for my live cd, and I
hope to share ideas with Debian developers.
