Broadcast shutdown message on the dbus?

At the moment, it is not very easy for KDE and Gnome (or any other
user application for that matter), to know that a shutdown is in
progress, and act accordingly.

One idea to make it easier would be to extend shutdown to broadcast
the shutdown request not only using wall, but also using dbus.  This
way, programs could listen on the dbus and act accordingly.

A simple application could pop up a warning about the system being
shut down.  Other alternatives are left to the imagination.

What is your view on this.

The background for this is a project where client machines can be
turned off from remote, and the user currently logged in should get a
warning.  Most users do not have any consoles, and the wall messages
are thus not visible to them.  Something GUI like is needed, and a
simple dbus listener would work.
