Packages missing LSB headers in their init.d scripts

Here is an update of the packages missing LSB header and a BTS report
about it.  There are 35 packages left.  help is very much welcome in
reporting those to BTS.  Remember to use the correct usertag.  Next
step when that is done is NMUs to solve the issues.  Coordination is
done on the IRC channel #pkg-sysvinit.  See
