In case you're interested, I did some statistics:

We currently ship 1085 sysv init scripts in unstable.

LSB header completely missing: 2
missing Description: 408
missing Short-Description: 121
missing Provides: 2
missing Required-Start: 7
missing Required-Stop: 7
missing Should-Start: 661
missing Should-Stop: 717
missing Default-Start: 5
missing Default-Stop: 5

warning about missing Should-(Start,Stop) is probably not going to be helpful as
it will generate too much noise.
The (Short-)Description field is useful though, as e.g. tools like systemd use
it to present meaningful service descriptions in its GUI/cli.
