[Kernel-handbook-general] Suggestion re kernel handbook s 4.3: give basic guidance on the when to use initrd

Section 4.3 of the handbook (v4 Etch) suggest a choice to build a kernel
with or without init ram disk, but it doesn't give much help in making a
choice, probably because it seems obvious. Perhaps a one sentence guide
could be added, such as "you almost certainly want initrd support, for
example if you have configured the kernel to use certain modules which
are necessary for file system support".
