[Kernel-handbook-general] [PATCH 2/4] Remove recommendation to check against the latest binary package names

All kernel binary packages now direct reportbug to use the package
name linux-2.6.  However, we do still want to avoid reports against
metapackages built from linux-latest-2.6.
