[Kernel-handbook-general] [PATCH] Work around debiandoc-sgml bug (#685046) to fix the 'current bug list' link

I've just committed this, and am about to upload version 1.0.15.
Following the wheezy release, I think kernel-handbook should be
converted to DocBook XML.
