[Kernel-handbook-general] proposal: replacing httpsite with url tags

Hi team.

To integrate my translation into the repository,
I tried po4a and found out it failed at httpsite tag.

I contacted debiandoc-sgml package maintainer.
According to him:

* Problem is due to po4a, not debiandoc-sgml
* Problem itself is not so difficult to fix
* Using other tag (such as url) is recommended since httpsite tag cannot be
converted to XML.


Luckily, there are only 2 httpsite tags in the article.
(In chapter-bugs.sgml line 33 and 204)

If there is no specific reason to use httpsite tag,
I would like to replace those with url tags.

Is anyone disagree?
