Log:
Remove lines from the stable change list for drivers that are filtered out

All drivers that we have backported (as listed in debian/config/defines)
are filtered out of stable update patches.  All the r8169 fixes were
applied in an earlier Debian version.  The tg3 fixes were not and we
haven't applied them yet.
