[kgb-maintainers] Bug#691304: kgb-bot: Reload should check and report on config errors

While trying to find out why kgb was not joining a channel, I saw in the log:

2012.10.24 03:23:11: Signal HUP received, reloading...
2012.10.24 03:23:11: Error in configuration file: /etc/kgb-bot/kgb.conf.d/kernel.conf is world-readable

It would be a lot more user-friendly if the reload command performed a
configuration check so it can report to the user this kind of issues.
