Well the problem occurs at strange places and could take a while to
debug with either inetd (or xinetd) or kgb-bot failing to start.

If one of the packages were to change the port, that would have to
happen in a graceful way (i.e. only affecting new installations).

If neither package intends to fix the issue, the bug should be tagged as
wontfix and left open, so users actually encountering the problem will
quickly find it.
