[Letsencrypt-devel] Preparation for NEW

I took a good look through all of the packages and only made a few minor
fixes. They seemed good enough to go through NEW into experimental, so I've
taken the liberty to upload them now.

Perhaps that's what you meant by the fact that you weren't happy with the
manpages, but I do note that the manpages aren't actually manpages, just
text files dumped into a single manpage section. We should fix that at some
point.

BTW, I renamed these repos to match the source package names:
