[Letsencrypt-devel] Bug#819854: Provide a letsencrypt-no-thanks package

Please provide a letsencrypt-no-thanks package like dbconfig-no-thanks so we can make letsencrypt optional.

Currently gitlab depends on letsencrypt but that brings in about 12 python packages for those who don't want to use letsencrypt.
