[Letsencrypt-devel] Bug#822493: Bug#822493: letsencrypt.sh: config file refers to nonexisting documentation

I pushed an initial README.Debian to git [1], feedback and/or
suggestions are welcome.

@Mattia: Sadly I still had to update config.sh, due to wrong
         file paths mentioned in the comment block.
