[Letsencrypt-devel] Bug#834224: certbot cron job depends on perl, change to python as certbot depends on python

Dear Maintainer,

the package certbot depends only on python, but the included cron job uses perl to choose a random second within the hour.
Please change the cron job to use python instead of perl, otherwise add perl as a dependency (which looks like overkill to me).
