[Letsencrypt-devel] pdns stable release update

Hello pkg-dns-devel!

I've been asked by the Let's Encrypt folks to see about what it would
take to backport a fix for #869222 into stable.  I'm happy to make a
backport that just takes the one patch on top of 4.0.3, or if you
want, I can ask the SRMs what they think about taking the entire
update of 4.0.4.  Wanted to get your guidance.
