[lockdev-devel] Futher autotools build work

The following patches implement some futher changes to the build
infrastructure.  This is mainly

- automatic ChangeLog generation from git
- comply with GNU Coding Standards
- add git-aware versioning and tagging support (version set in VERSION
  from NEWS, shared library soname in SHLIBS) with scripts to get/set
  the version and release date from git tags.

One thing currently missing is the LockDev perl code is not called from
the main Makefile.  Perl MakeMaker doesn't appear to integrate too
gracefully with libtoolised libraries, but this is needed in order to
build and install this part of the code.
