[Logcheck-devel] Bug#252078: logtail: should depend on perl >= 5.8

The exact error message:

# logtail
Not enough arguments for Getopt::Std::getopt at /usr/sbin/logtail line
27, near "()"
Execution of /usr/sbin/logtail aborted due to compilation errors.
