[Logcheck-devel] 1.2.21 stuff

hello everybody,

I've uploaded the first inofficial 1.2.21 to know archive:

i will try to keep them daily up with head 
until todd declares the new freeze.


important bugs:

*) in between #244511 has a nice explanation of why the bug occured,
however i have no idea how to fix that.

*) #244411, does overwriting of the symlink count as important bug,
   and if yes, can it be fixed in the security package?

*) #242760, I've tried hard on my old woody firewall to reproduce
   that bug, but i failed, i mark it unreproducible.

*) #174173 is on the radar of everybody, 
   added some error checking for mkdir, they should not fail!?
   but a lot remains open to check.
