A note about this:

Release 1.2.19 adds user logcheck, but 1.2.20+ adds user loghcheck with home
as /var/lib/logcheck, so we need to delete and re-add the user on
anything <= 19 to be sure the home gets set.  This is done in the .21 release
candidate.
