well it works for most of our users.
also it seems your system has strange choices.
therefor downgrading.

please sent us the output of
$ getent group adm

aboves is a standard group in any debian system.
you may unintentionally removed it.

also what does ls -l /var/log tell?

sure.
logcheck is running as user logcheck,
if the group adm does not exist it can't read the logfiles.
