Ah, good point.  I hadn't thought of that.  A bit of egg on my face, as 
I've reported bugs against a few packages because of that. :)

Two suggestions:
1) Logcheck is pervasive enough on Debian systems that you could argue 
for uid/gid logcheck being added to the 0-99 range in base-passwd (see 
policy 9.2.2).  That's not likely to happen in Sarge, though.  Probably 
a good thing to do immediately after Sarge ships for Etch, I'd guess.

2) Document this clearly, so I don't go filing stupid non-bugs. :)
